Because “...all experience has shown, that mankind is more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed.” This comes from the second paragraph of The Declaration of Independence (originally titled, “The unanimous Declaration of thirteen united States of America” but never officially changed).
